Secretary for Home Affairs

Mr Caspar Tsui, JP assumed the post of Secretary for Home Affairs on April 22, 2020. Before joining the Government, Mr Tsui worked in the banking sector. He was Political Assistant to the Secretary for Home Affairs from June 2008 to June 2012 and from September 2012 to June 2017 and had been Under Secretary for Labour and Welfare since August 2017.

Mr Timothy Fok Tsun-ting, GBS, JP

President, Sports Federation & Olympic Committee of Hong Kong, China

Mr Timothy Fok, GBS, JP is the President of the Sports Federation & Olympic Committee of Hong Kong, China and Hong Kong Football Association. He is also the Vice President - East Asia of the Olympic Council of Asia and a member of International Olympic Committee.

Mr David Yip Wing-shing, SBS, MH, JP

Chairman, Community Sports Committee

Mr David Yip, SBS, MH, JP is the Chairman of Community Sports Committee. He previously served as a member of the Central and Western District Council from 2008 to 2019 and was its Chairman from 2012 to 2019. He was also a member of the Commission on Youth from 2010 to 2016.

Mr Cheng King-leung

Chairman, Elite Sports Committee

Mr Cheng King-leung is the Chairman of Elite Sports Committee. He previously served as a Member of Elite Sports Committee from 2017 to 2020. He was also a board member of the Hong Kong School Sports Federation from 2012 to 2020.

Mr Karl Kwok Chi-leung, BBS, MH

Chairman, Major Sports Events Committee

Dr Karl Kwok, BBS, MH is the Chairman of Major Sports Events Committee. He is also the Vice-President of the Sports Federation and Olympic Committee of Hong Kong, China, the Honorary President of the Windsurfing Association of Hong Kong, the Vice Patron of the Hong Kong China Dragon Boat Association, the Honorary Vice President of Hong Kong Rugby Union and the Honorary President of the Hong Kong Sailing Federation.

Professor Patrick Yung Shu-hang, JP

Vice-Chairman, Community Sports Committee

Professor Patrick Yung, JP is the Vice-Chairman of Community Sports Committee. He is the Professor & Chief of the Sports Medicine Unit, Faculty of Medicine of the Chinese University of Hong Kong, as well as the Honorary Medical Consultant for the Hong Kong Sports Institute Limited and the Chairman of Medical Committee of the Hong Kong Football Association. He was the past President of the Hong Kong Association of Sports Medicine & Sports Science, and is now the President of The Hong Kong College of Orthopaedic Surgeons, as well as the President Elect of the Asian Federation of Sports Medicine.

Mr Kenneth Fok Kai-kong, JP

Vice-Chairman, Elite Sports Committee

Mr Kenneth Fok, JP is the Vice-Chairman of Elite Sports Committee. He is the President of the Gymnastics Association of Hong Kong, China, and a Vice-President of the Sports Federation and Olympic Committee of Hong Kong, China. He was the Chef de Mission of the Hong Kong Delegation to the Rio 2016 Olympic Games and the Headquarters Official of the Hong Kong, China Delegation to the Incheon 2014 Asian Games and the Ashgabat 2017 Asian Indoor & Martial Arts Games.

Mr Wilfred Ng Sau-kei, GBS, MH, JP

Vice-Chairman, Major Sports Events Committee

Mr Wilfred Ng, GBS, MH, JP is the Vice-Chairman of Major Sports Events Committee. He is the President of the Volleyball Association of Hong Kong and the Permanent Honorary President of the Handball Association of Hong Kong, and the ex-Chairman of the Sir David Trench Fund Committee. He is also the Vice-President of the Cycling Association of Hong Kong, China and Hong Kong DanceSport Association, the Honorary Advisor of the Hong Kong Elite Athletes Association, and the Life Honorary President of the Hong Kong Tenpin Bowling Congress.

Dr Lam Tai-fai, SBS, JP

Chairman, Hong Kong Sports Institute Limited

Dr Lam Tai-fai, SBS, JP is the Chairman of the Hong Kong Sports Institute Limited, and helps establish an invaluable link between the Government and the Institute in relation to training and development of elite athletes. He serves as the Chairman of the Council of the Hong Kong Polytechnic University and was a member of the Legislative Council from 2008 to 2016.

Mr Vincent Liu Ming-kwong, JP

Director of Leisure and Cultural Services

Mr Vincent Liu, JP assumed the post of Director of Leisure and Cultural Services on 4 October, 2019. Mr Liu joined the Administration Service in July 1987 and has served in various bureaux and departments. He was the Government Property Administrator before taking up the post as the Director of Leisure and Cultural Services.

Mr He Yi-ming

Mr He Yi-ming joined the Hong Kong Sport Institute as a badminton coach in 1993 and has taken up the post of Head Coach of badminton since July 2010. He has served as a Member of Elite Sports Committee for 6 years since 2011.

Mr Michael Lee Tze-hau, JP

Mr Michael Lee, JP is a Vice-Chairman of the Hong Kong Sport Institute. He is also the President of the Hong Kong Equestrian Federation and a Steward of the Hong Kong Jockey Club.

Ms Yu Chui-yee, BBS, MH

Ms Yu Chui-yee, MH is a Hong Kong wheelchair-fencing representative who has achieved outstanding results in international competitions, winning 11 medals in the past four Paralympic Games, including 7 gold, 3 silver and 1 bronze. She has served as a Member of Elite Sports Committee for 6 years since 2011.

Dr Patrick Chan Ping-cheung

Dr Patrick Chan is the Associate Director (Physical Education) of the Student Development Services in the City University of Hong Kong. He previously served as a Member of Elite Sports Committee from 2012 to 2018.

Mr Sam Wong Tak-sum

Mr Sam Wong was a silver medallist in the 1994 and 1998 Asian Games and the former Head Coach of the Hong Kong Windsurfing Team. He was the Head of Office of the Hong Kong Athletes Career and Education Programme from 2008 to 2016. Currently, he is the Executive Director of the Hong Kong Amateur Hockey Club and the Chairperson of the Coaching Sub-committee of the Windsurfing Association of Hong Kong.

Miss Lee Ka-man

Miss Lee Ka-man is an experienced rowing athlete who has represented Hong Kong in major international competitions including the Olympic Games and the Asian Games. She won three silver medals and a bronze medal across the 2006 to 2018 Asian Games. She is a member of the Executive Committee of the Hong Kong Elite Athletes Association and the Athletes Committee of the Sports Federation & Olympic Committee of Hong Kong, China.

Mr Wong Kam-po

Mr Wong Kam-po is a retired cycling athlete. He was also the first Chinese world champion cyclist. He was a Member of Elite Sports Committee from 2015 to 2020 and is the Programme Development Executive of the Sports Legacy Scheme under the Sports Federation & Olympic Committee of Hong Kong, China.

Dr Lobo Louie Hung-tak

Dr Lobo Louie is an Associate Professor of the Department of Sport, Physical Education and Health of the Hong Kong Baptist University. He previously served as a Member of Elite Sports Committee from 2015 to 2020 and has been a Member of the Football Task Force since 2015.

Mr Ng Siu-ki, MH

Mr Ng Siu-ki, MH is the Vice Chairperson of the Hong Kong School Sports Federation (HKSSF) and the Principal of the Hong Kong and Kowloon Kaifong Women’s Association Sun Fong Chung College. He has been serving as the Chairman of the Tai Po and North District Secondary School Area Committee of the HKSSF since 2016.

Ms Elaine Wu Siu-ling

Ms Elaine Wu is an Executive Committee member of the Hong Kong Paralympic Committee and Sports Association for the Physically Disabled. She was the former Principal of the Hong Kong Christian Service Pui Oi School.

Miss Sze Hang-yu

Miss Sze Hang-yu is an experienced swimming athlete. She won a total of nine medals across four editions of the Asian Games from 2006 to 2018 and represented Hong Kong, China in the 2004, 2012 and 2016 Olympic Games. She is currently the Vice Chairperson of the Athletes Committee under the Sports Federation & Olympic Committee of Hong Kong, China.
